This reward is a bonus in the Midwest Fly-in mission. As you near the lake, your copilot will point out a bombing target in the middle of it. You might want to switch to tail view for this, but as you get close to the target, press Shift+D to release one of your flour bombs. If you're worried about your timing, you can press Shift+D two or three times in rapid succession as you fly over the target. Be careful: you only have 5 targets to drop.
