This reward is for completing the Aleutian Cargo Run mission. You'll have to make your first landing in the water and taxi to the dock. Takeoff again and fly towards towards Dutch Harbor. (Don't forget the Caspian Sea Monster Photo!) Climb over the mountains (or go around them) and put the gear down to land on the runway. If you're having a hard time seeing, the approach plate is given in the mission info.
